Who says hurricane relief doesn't change lives?

Discretionary income?

This is too good. You remember all those Black people the Bush Administration hates? Well, they seem to be liking all that federal money they got for hurricane relief. It has helped them buy things like food, clothes, room and board, uh, tattoos and um porn, guns, liquor... you know the necessties. Hat Tip TSG

Very clever of your government to hand out debit cards! That allows them to track each transaction.
Much better than to give checks.

It also shows that the people who made those purchases really don't excel at being too clever. They probably didn't suspect.

I hope your government will go after reimbursement and collect that weapon at the same time.
